State of Emergency item to be heard at Council In anticipation of upcoming El Niño winter storms

On Monday, the San Diego City Council will hear item S401:  A Resolution of the City Council Declaring a State of Emergency regarding anticipated El Niño weather conditions.
When:  Monday, November 16, 2015 during 2PM afternoon session (closer to 3PM) at City Council Chambers, 12th floor, 202 C Street, San Diego.

Why:   In anticipation of upcoming El Niño winter storms, Committee of the Environment Chair Alvarez has been requesting the City to declare a State of Emergency and act now to prevent flooding.  At last month’s committee meeting, the Committee directed the City Attorney to draft a local state of emergency and to have Council request the Governor to also declare a state of emergency. Direction was also given to Transportation and Storm Water Department staff to file all needed permits with the appropriate regulatory agencies to perform emergency work in identified high flood risk channels. Requests were made to each Councilmember to submit areas of concern within their districts that may flood to the Transportation and Storm Water Department so that those areas can be considered in the Department’s efforts to perform preventative and/or emergency maintenance to prevent flooding conditions.
